January 27, 2025 Meeting Minutes
Meeting held in person and via Zoom.
Board Members Present: Joy Cardin, Kathy Walter, Jim Thoreson, Tom Jarvis, Ron Rotter,
Dustin Beilke, Carl Wacker, Jimmy Okech, Gregory Fischer, Jonn Lager, Kay Reuter-Krohn,
Wendy Weber

Cardin called meeting to order at 6:47pm
Cardin assigned herself minute-taking duty for this meeting because the position of Secretary is
vacant.
Cardin explained that there were several observers present who are interested in joining the
MHCA board, and some who would like to volunteer in some capacity.
Introductions
Cardin announced MHCA officer elections and new director appointments will take place at the
February
25 meeting.
No Alder Report: Bill Tishler was at a Common Council meeting. He shared some
announcements via email - including a public information meeting on the Midvale Blvd
Resurfacing (and safety improvement) Project and his February book club. Details were shared
on our FB page.
Cardin was also contacted by a resident who was concerned that the Parks Department planted
trees in Odana Hill Park in an area where neighborhood children liked to play. He wanted the
Parks Department to get input from neighbors before planting going forward. Bill Tishler is
looking into this. And will let us know if new trees are coming to any other Midvale Heights
parks. He believes there are plans for trees to be planted near the playground equipment at
Piper Park.
Cardin requested a change in the start of the monthly meeting time from 6:45pm to 6:00pm to
accommodate her early bird schedule, but she also believed it would be better for most current
and potential board members. A poll of those present was unanimously in favor of the change.
Cardin moved/Lager seconded. Motion carried.
Treasurer Report: MHCA has $36,000 in the bank.

The Westmorland Neighborhood Association asked if we would co-sponsor the 4th of July
Celebration again this year. A motion to contribute $1,000 to the event was approved.
The WNA also wondered if Midvale Heights and Nakoma would like to hold our garage sales on
the same weekend. MHCA voted to consider this - but would prefer keeping ours on Labor Day
weekend (Fri/Sat) and having the other neighborhoods join us.
Resident Marge Sutinen addressed the board about the speeding problem she has observed on
Tokay Boulevard. She’s worried about the safety of pedestrians. She wanted MHCA to
encourage the city to study the issue and possibly add some devices or methods to slow down
the traffic. Motion passed. Cardin will ask Alder Bill Tishler to request a traffic study on Tokay.
Updates on some summer events:
MHCA has reserved Segoe Park for the annual picnic on Thursday, June 19. Rain Date June
26.
Summer Nights at Segoe will be held on the last three Friday nights in July (not on the first
Friday which is July 4) and the first Friday of August.
The board discussed the membership drive, whether it should be a one or two year membership
period, whether the neighborhood directory should be printed or digital. No final decisions were
made. We’ll decide in February.
