7. Restoration Prairie Project at Odana Hills Presentation

  • Marcel Wuethrich presentation on the changes in diversity of plant species in prairie and

plan to introduce new plants.

  • $580 for three plant trays to Marcel Wuethrich. Motion/2 nd to do so. Motion carried.

8. Michael Pressman Tribute Update

  • Discussion of naming a bench ($4,000/bench and $1,500/existing bench).
  • Possibility of naming baseball fields at Piper and Segoe parks.

9. Santa Visits Update

  • Santa visited 11 houses total in 2025.
  • 2026 visits will include earlier visits; scheduled for the Thursday before the week of Christmas.

  • Thiel will invite new County Board representatives to April meeting for introductions.

6. Venue for May Meeting

  • Meeting will be held at the Midtown Police Station (4020 Mineral Point Road, Madison, WI 53705); will include discussion from police liaison and a drone demonstration.

7. Membership Drive Update

  • The membership period will be from September 1, 2025 to August 31, 2026. The membership form will include three recommended donation amounts ($20, $40, $80).
  • There have been approximately 25 homes sold in the Midvale Heights neighborhood in the past six (6) months. The Membership Committee plans to deliver welcome bags to each new household.
  • The Membership Messenger for approximately 1,650 households will be hand-delivered by Area Directors on or around May 1.

8. Activities Updates

  • MHCA Blood Drive is Saturday, April 12, from 12:00 p.m. to 5:00 p.m. at the Sequoya Library.
  • Garage Sales
    • The annual Midvale Heights neighborhood garage sales will remain on Labor Day weekend; area neighborhood associations did not agree to combine garage sales on a single weekend.
  • Picnic Menu/Budget
    • The annual picnic is scheduled for Thursday, June 19. Rain date is Thursday, June 26.
    • $4,500 budget for picnic approval. Motion/2nd to do so. Motion carried.
  • Segoe Summer Nights
    • Food carts and bands scheduled for July 11, 18, 25 and August 1.
  • National Night Out Picnic
    • There are no plans to schedule event for 2025.
  • Green Team
    • Let’s Talk Native Trees & Shrubs will be held Saturday, March 29 from 9:30 a.m. to 11:00 a.m. at the Sequoya Library.
    • Let’s Talk Food Waste will be held Thursday, April 24 from 6:30 p.m. to 8:00 p.m. at the Sequoya Library.
    • MHCA received $275 donation to buy a shrub/tree for the Tokay Blvd. parkway.

  • Tishler signed on to a resolution to extend the contract for community gardens and is a cosponsor for the rain gardens.

5. New Business

  • Midvale Heights resident notified Cardin that she would like to fundraise $8,500 so the Madison Parks Department can buy and install a solar light at the Odana Dog Park. The Madison Parks Department foundation would set up a fundraiser.

6. Old Business

  • Membership drive issues revisited: membership period will be September 1 to August 31; donation levels will be $20, $40, and $80; Beilke to draft May/June newsletter with a membership form to be printed and distributed in early May; membership forms to be reviewed at next meeting.
  • Annual Picnic: Veto will start planning in upcoming weeks; will discuss estimates for food at next meeting.
  • Summer Nights at Segoe: 3 out of the 4 dates have band scheduled (July 11 is TBD); several food trucks are scheduled.

Cardin called meeting to order at 6:47pm
Cardin assigned herself minute-taking duty for this meeting because the position of Secretary is
vacant.
Cardin explained that there were several observers present who are interested in joining the
MHCA board, and some who would like to volunteer in some capacity.
Introductions
Cardin announced MHCA officer elections and new director appointments will take place at the
February
25 meeting.
No Alder Report: Bill Tishler was at a Common Council meeting. He shared some
announcements via email - including a public information meeting on the Midvale Blvd
Resurfacing (and safety improvement) Project and his February book club. Details were shared
on our FB page.
Cardin was also contacted by a resident who was concerned that the Parks Department planted
trees in Odana Hill Park in an area where neighborhood children liked to play. He wanted the
Parks Department to get input from neighbors before planting going forward. Bill Tishler is
looking into this. And will let us know if new trees are coming to any other Midvale Heights
parks. He believes there are plans for trees to be planted near the playground equipment at
Piper Park.
Cardin requested a change in the start of the monthly meeting time from 6:45pm to 6:00pm to
accommodate her early bird schedule, but she also believed it would be better for most current
and potential board members. A poll of those present was unanimously in favor of the change.
Cardin moved/Lager seconded. Motion carried.
Treasurer Report: MHCA has $36,000 in the bank.

The Westmorland Neighborhood Association asked if we would co-sponsor the 4th of July
Celebration again this year. A motion to contribute $1,000 to the event was approved.
The WNA also wondered if Midvale Heights and Nakoma would like to hold our garage sales on
the same weekend. MHCA voted to consider this - but would prefer keeping ours on Labor Day
weekend (Fri/Sat) and having the other neighborhoods join us.
Resident Marge Sutinen addressed the board about the speeding problem she has observed on
Tokay Boulevard. She’s worried about the safety of pedestrians. She wanted MHCA to
encourage the city to study the issue and possibly add some devices or methods to slow down
the traffic. Motion passed. Cardin will ask Alder Bill Tishler to request a traffic study on Tokay.
Updates on some summer events:
MHCA has reserved Segoe Park for the annual picnic on Thursday, June 19. Rain Date June
26.
Summer Nights at Segoe will be held on the last three Friday nights in July (not on the first
Friday which is July 4) and the first Friday of August.
The board discussed the membership drive, whether it should be a one or two year membership
period, whether the neighborhood directory should be printed or digital. No final decisions were
made. We’ll decide in February.

Meeting held in person and via Zoom.

1. Cardin called the meeting to order at 6:45 p.m.
2. Introductions
3. Officers/Board Members: Cardin announced that Christy Gibbons is resigning from Board. We will need a new President, and to encourage/recruit younger co-directors. Also consider changes to meeting days and times.
4. No legislative report.
5. WIDE Radio: Annual written report distributed showing highlights, outreach, feedback. Park also presented their treasurer’s report and requesting that MHCA donate $500. Motion/2nd to do so. Motion carried.
6. Treasurer’s Report: Rotter noted balance of $38,577.71. There is an outstanding balance owing the Parks Dept for the Segoe Concerts. Some discussion of the email scams some had received about our funds–WARNING to not respond to them.
7. Meeting Minutes: Motion/2nd to approve Sept and Oct minutes. Motion carried.
8. Membership Drive: Motion/2nd to include history book in welcome bags to new members from Oct-Sept. Various proposals about member period and prorated dues. Motion/2nd to give new residents free 2025 membership and directory/discount card if they join. Motion carried. Carl will be joined on membership committee by Bonnie, Kathy and maybe Marge.
9. Santa Visits: Jarvis said Gwen is working on this, but only expects to do a few homes. She still could use more volunteers to portray Santa on 12/19.
10. Blood Drive: Coming to Sequoya Library 12/12, and then in April, August and October.
11. Traffic Issue: Sutinen raised issue of traffic/speed issues in Midvale Heights. Discussion will continue in future.
Announcements: Aaron Collins had resigned from Co. Supv. District 10. District 7 has a new appointee.
